On September 15, 2001 at about 3:06 AM Utica Police were sent to the area of Steuben and Wall St.’s for a shots fired/man down call.  Upon arrival police located 42 year old Tommy Liggins of Utica, lying in the road way.  Liggins was pronounced dead a short time later.  Liggins was survived by a large family in the Utica area.
